Add File Explorer pin to default user taskbar in Windows 10 LTSC

I've used Powershell to import a default taskbar and start menu. I tested the import by creating a local user and the start and taskbar had.

I am trying to create a default taskbar for users when they login to a new machine. Microsoft's documentation about this isn't great.
